DA Hike : Dearness Allowance of Central Employees Increased by 59% In the Month of September

DA Hike : The month of September 2025 could bring some great news for central government employees. Under the 7th Pay Commission, a hike in Dearness Allowance (DA) is expected to be announced. Traditionally, the government declares a DA hike just before Diwali. However, this year Navratri begins in September, which increases the possibility that the government might announce the DA hike earlier than usual. Even though the announcement may be made in September, the revised Dearness Allowance will be considered effective from July 1, 2025.

How Much Increase is Expected in Dearness Allowance?

According to reports and market estimates, Dearness Allowance may increase by 3% to 4% in July 2025. At present, the DA stands at 55%. With the expected hike, it could rise to 58% or even 59%.

The government increases DA twice a year. For the January cycle, the announcement is usually made in February or March, but it is implemented retrospectively from January 1. Similarly, the July cycle is implemented from July 1, though the official announcement often comes later. Regardless of when the declaration is made, employees always receive the revised salary along with arrears for the applicable period.

How is DA Calculated?

The calculation of Dearness Allowance is directly linked to the Consumer Price Index for Industrial Workers (CPI-IW). This index is released every month by the Ministry of Labour.

The formula recommended by the 7th Pay Commission to calculate DA is as follows:

DA (%) = [(12-month average CPI-IW – 261.42) ÷ 261.42] × 100

Here, 261.42 is the base year index, which corresponds to the average CPI-IW for the year 2016.

At present, the complete average CPI-IW data for the last 12 months has not yet been released. However, it has been noted that the Consumer Price Index for Agricultural Labourers (CPI-AL) and the Consumer Price Index for Rural Labourers (CPI-RL) have shown a slight decline in recent months.

Possible Outcome of DA Hike

If the CPI-IW for the month of June remains stable or shows a marginal increase, then the government is expected to raise the DA by 3% to 4%. In such a case, the total Dearness Allowance could reach 58% or 59%.

The final confirmation regarding the DA hike will only be available after the CPI-IW data for June 2025 is released at the end of July. Once the data is available, the proposal will go to the Cabinet for approval, most likely in September or October 2025. Employees will start receiving the benefits of the revised DA along with arrears effective from July 1, 2025.
